PROGRAM MANAGEMENT STRATEGY & IMPLEMENTATION

Business Challenge
A Federal Department needed to develop a program management office (PMO) for an unfunded mandate with an evolving number of inter- and intra-related projects. The mandate applied to 39+ agencies within the department. The PMO would be used to determine how to identify and allocate funding, align projects and sub-projects that were subject to the mandate and maintain compliance with government regulations included those put forth by the Office of Personnel Management and the Government Services Administration.

Solution
Eagle Hill supported the establishment of a centralized PMO for this department. The program began by confirming the executive’s expectations and developing the strategy and implementation plan for an enterprise-wide PMO. The plan outlined the structure, program management approach, resource strategy, roles and responsibilities, program budget, quality control process, change management approach, communications plan, project schedule and issue and risk management processes. Then, Eagle Hill assisted the government with launching the PMO that coordinated across 39+ agencies and led the effort for creating the program’s implementation strategy and plan.

After the PMO was established, the PMO office coordinated planning, maintained dependencies and ensured a consistent approach to the program. The PMO managed the program operations on a day-to-day basis by coordinating activities, ensuring quality control across projects, maintaining the budget and timeline of the program and managing the issues and risks.

Eagle Hill also worked with each agency to assess the current state and assisted in the redesign of several business processes and organizations. This included mapping as-is and to-be processes, analyzing job descriptions and assessing compliance gaps. We developed and implemented new business processes and policies that supported compliance with deadlines specified by the mandate. Eagle Hill led the change management efforts for the first phase of work including communications and training.

Results Achieved
As a result of Eagle Hill’s contribution, the department achieved compliance within the aggressive timeframes mandated. Eagle Hill’s efforts were instrumental in establishing a Department-wide PMO for managing the initiative. Eagle Hill assisted the government by:

  • Creating an institutionalized program management office with a consistent and qualified approach for everything within the scope of the program
  • Meeting all deadlines and milestones for the program
  • Developing an approach that is used by other organizations and programs as best practices
  • Managing the program within budget, on-time, and in-scope
